Problems with site

I have NO idea why the site is going down continuously. We are not the only ones having this problem and support is basically non existent. I'm trying to figure out what to do next. 
I'm looking at other places to move the forum to but not sure if I should go to a free host again or just pay for our own space. Also there is an option to backup the site so it can be uploaded somewhere else, but I'm afraid to pay the $40 to do it.. not sure what happens after I pay the fee..... *sigh....
